CLONE WARS. There is a bill pending in the Texas Senate to ban human cloning. It is S. B. 943, submitted by Senator Ambrister. It makes the following behaviors subject to a civil penalty: to perform or attempt to perform human cloning, to ship, transfer or receive a human embryo for the purpose of cloning, or to perform research on a human embryo created by cloning. The penalty is not less than $500,000 and not more than $1,000,000. It is also a criminal offense, graded as a first degree felony.
